RUSH:  We know that health care is in trouble in the Senate.  Dingy Harry thinks he's in a game of Texas hold 'em poker, and he threw it all-in on Monday, and he has been called on his bluff.  He's got moderate Democrats abandoning him in the Senate, he's got Blanche Lincoln thinking about it, he's got Ben Nelson thinking about it and Olympia Snowe is outta there.  Lieberman, be careful here, you know, Lieberman stood up during the Clinton-Lewinsky thing and ramrodded Clinton on this and said it's horrible, it's like immoral, you shouldn't do it, but he ended up voting the, quote, unquote, wrong way at the end of the day on it.  But right now Lieberman's on the right side saying he'll join the Republicans in a filibuster against Reid's public option state opt-out fiasco.  Dingy Harry melted down in a press conference yesterday.  

Now, over in the House of Representatives the Democrats are getting concerned because somebody has leaked the truth about the lack of votes Pelosi has among Democrats on the House bill.  Somebody has leaked an internal House leadership whip count document that shows 47 Democrats at "no," eight Democrats leaning "no," with 12 Democrats undecided.  It's been posted at The Plum Line, a blog: "Highly confidential House Democratic Party Whip Count which shows 47 Democrats at No on a public option, with another 8 leaning No for a total of 56. A dozen Democratic House members are still undecided. The hard No votes, alone, are enough to kill the bill. The leaked document was produced by the US House Majority Whip’s office."

The source here is RedState.com: "In a major violation of whipping protocol, the document was shared with Progressive House members who refuse to vote for health reform unless it contains a robust public option. The Plum Line reports that the Progressive Members of Congress (hardcore left-wingers) blamed everyone: the White House and the Democratic leadership for not putting enough pressure on members to vote for the public option."

From The Plum Line:  "House progressives --" again, progressives, the fringe lunatic left "-- argue that the document should light a fire under Dem leaders. One House progressive tells me he’s convinced that most of the undecideds, and a number of the No votes, can be won over with the right mix of pressure and incentives -- which only the House leadership and the White House can provide."

So this document was leaked, somebody called up the spokesperson for James Clyburn, the House Majority Whip, and the spokesperson says, "We currently don't have the votes for a robust public option."  So they leaked it.  They're in trouble on the House side, and the purpose of the leak is for the leadership to be embarrassed, for Pelosi to be embarrassed, for Hoyer to be embarrassed, for Obama to be embarrassed, and for them to get in gear and put pressure on these 56 people in the House who are prepared to vote "no."  It's always been this way, but from now on when you hear, "Those Republicans are standing in the way of major health care reform, we can't get any cooperation from the Republicans," it is not about Republicans.  The Democrats under the great unifier, Barack Hussein Obama, mmm, mmm, mmm, cannot get their own house in order, and they're losing over in the Senate as well.

RUSH:  I just got an e-mail from somebody who said, "Rush, what is a whip?  You said that the Democrat whip in the House leaked the document, the whip document.  What's a whip?"  It's a good question.  We sometimes assume that people understand some things that they don't.  Every party, both parties in the House of Representatives have a vote counter.  It's an office, it's an official called the whip.  Tom DeLay at one time was the whip in the Republican Party and that's how he got the name The Hammer because the whip whips up the vote.  The whip runs around and makes sure that the leadership gets the votes, the number of votes it needs and wants on any issue.  And what this leaked document shows is that the whip cannot whip them all into action.  They are 47 votes definite "no," eight leaning "no," total of 56 "no" on the House version of health care.  And so the whip says, "I've done all the whipping I can whip, now it's up to you people in the leadership to get in gear here and start putting the fear of God into some of these people because I, the whip --" and James Clyburn is the whip and he's also the Congressional Black Caucus.  It means exactly what I said, run around and whip people upside the head to make sure you get their vote. You browbeat 'em, you persuade them, you offer them whatever it takes, you whip them into action.

RUSH: Look, I want to combine a couple of things here.  Heritage Foundation.  Give you a perfect example of the Heritage Foundation's place in keeping track of the news.  Last week, Senate Democrat leaders brought a bill to the floor for debate.  Been called the "doc fix" bill because if it passed it would change the way doctors get paid by Medicare.  Now, the Heritage Foundation people paid close attention to this because it just smelled like a classic case of unaccounted government spending.  Now, this bill gets looked at every year, but this year it was put on the floor early so that once passed, the doctors, the AMA, and a whole lot of special interest groups would support Obamacare.  Dingy Harry went so far as to say he was assured by the AMA that they could bring two dozen Republicans along to vote on the bill.  

Except there was a problem.  When it was time for the first procedural vote, every Republican voted against it, as did 16 Democrats.  And the bill went down in a flame.  It did not pass.  And it did not because there wasn't even a plan to pay for it! (Not that that's ever stopped liberal Democrats before, but this time the Republicans did not sign on to it.)  Now, when you are a member of the Heritage Foundation, you not only get the full story on details like this, you get a sense of pride, knowing that your organization is fighting against runaway spending in our nation's capital every day.  And, look: you may look at what they're doing in the administration, "It's not working." So let's go to the audio sound bites.  Dingy Harry had a meltdown in his press conference yesterday.  And remember, his problem is Democrats.  He's got Democrats abandoning him on this public option state opt-out BS.  Yet listen to him whine and moan here about Republicans.

REID:  I seek, desire, do everything that I have within my power to get the Republicans to work with us.  This is a new world we found.  When I came here, we had Republicans and Democrats work together, but you can't dance if your partner is unwilling to get off the chair.  It's like when I was in high school.  I wanted to dance, but she wouldn't get up.

RUSH:  So what's changed?  What's changed, Dingy Harry, if she wouldn't get up to dance with you in high school, and nobody will dance with you now, what's changed?  It seems like you're the problem.  His problem is not Republicans.  Pelosi's got the same problem over in the House.  She can't keep her coalition together over there.  She's way short, according to the whip count now.  By the way, Obama, this big signing ceremony now for the defense bill, the 2010 defense authorization bill.  And do you know what is in this bill?  The defense spending bill, defense authorization, there are a number of provisions defining hate crimes and punishments for them, in the defense spending bill.  This is how the statists work.  Now, here's another portion of Dingy Harry, after he learned that Joe Lieberman bailed on him.
REID:  I have the greatest confidence in Joe Lieberman's ability as a legislator, and he will work with us when this gets on the floor and I'm sure he will have some interesting things to do in the way of amendment, but Joe Lieberman is the least of Harry Reid's problems.

RUSH:  See, Dingy Harry thinks Lieberman wants to deal and he may be right. Lieberman is Lieberman, he's a great guy, he's a great American, but at the end of the day he's still a Democrat and he said he wants no part of the public option, state opt-out or whatever it's called.  He said he'll join the filibuster against. Now, Dingy Harry thinks, ah, he's just playing a game here, he's a great legislator, he wants something from me. If I give it to him he'll come and join me. That's what Dingy Harry thinks is going on.  Here's what Lieberman himself said despite all that.

LIEBERMAN:  If at the end it is not what I think is good for our country and most people living in our country, then I'll vote against cloture, I'll join a filibuster, and I'll try to stop the bill from passing.

RUSH:  Yeah.  Now, if he means that, none of this is any good for the American people, none of it is.  He should oppose all of it.  The State-Run Media unloaded on Lieberman.  We have audio sound bite number 14, a montage.

BLITZER:  The ex-Democrat, Joe Lieberman, throws a monkey wrench into his former party's health care plan.

OLBERMANN:  The final betrayal, Joe Lieberman sells out to the insurance companies that own the state of Connecticut.

BROWN:  Senator Joe Lieberman once again taking on his former Democratic colleagues.

LEE:  The president's health care overall hit another snag.  Connecticut's Joe Lieberman saying he opposes the bill.

MADDOW:  Lieberman pledges to be a one-man wrecking ball against health reform.

SCHULTZ:  Does Joe Lieberman want to see President Obama fail?

MATTHEWS:  He's not a Democrat. He represents the insurance industry of Hartford, Connecticut.

RUSH:  There's the State-Controlled Media dumping on Lieberman.  Remember, it was the Democrat Party who dumped on Lieberman and ran an independent against him in Connecticut, owned, of course, by the insurance agencies.  Owned by the insurance companies and their 2% profits.
