RUSH: We’re getting the audio on this right now. I just sent it up there to Cookie. Biden is out there, folks, in Danville, Virginia. Snerdley get this, the rest of you. Biden, Joe Bite Me, the vice president of the United States, is in Danville, Virginia — got an audience, it says here, with a clear population of minorities. For those in Rio Linda, that means there’s some black people in the crowd. And Biden says, “[Romney] said in the first hundred days, he’s going to let the big banks write their own rules — unchain Wall Street. They’re going to put y’all back in chains.” Joe Biden told a bunch of black people this in a campaign appearance.

By the way, hardly anybody is showing up. Biden drew 660 people yesterday in Iowa, wherever he was. By the way, the Obama campaign is sending out e-mails, internal e-mails, to each other. They are distressed at the size of the turnout, crowd turnout for Ryan and Romney, separately and together. So Biden’s out there, “They’re going to put y’all back in chains.” We’re working on the audio now.

BREAK TRANSCRIPT

RUSH: I want to squeeze this in before the break. Here’s Bite Me. I want you to hear the bite. This is what he said. This is in Danville, Virginia, this morning.

BIDEN: TheyÂ’ve said it! Every RepublicanÂ’s voted for it! Look at what they value and look at their budget and what theyÂ’re proposing. Romney wants to let the… He said in the first 100 days, heÂ’s going to let the big banks once again write their own rules — unchain Wall Street. (pause) TheyÂ’re gonna put yÂ’all back in chains.

AUDIENCE: (grumbling and shouts)

RUSH: Gotta take a break. We’ll be back.

BREAK TRANSCRIPT

RUSH: Mary in Dayton, Ohio. Glad to have you on the program. Hello.

CALLER: Hi, Rush.

RUSH: Hi.

CALLER: Congratulations on your anniversary month.

RUSH: Thank you, thank you very much.

CALLER: This morning I was watching some of the morning news shows and they were questioning Romney’s motivation for selecting Ryan. They were saying it might be that it was desperation. And I say Obamalony. (laughing)

RUSH: (laughing) That’s what Romney called it.

CALLER: The Romney team, I think, is focused on the ballots. Not the views of the media or the polls, but on the ballots of the last two years. The 2010 election and the Wisconsin recall vote election. And where have the voters been voting in the last two years? Right?

RUSH: You mean Wisconsin?

CALLER: Wisconsin and the 2010 election, where have the voters been going?

RUSH: Oh, I thought you said where have they been voting. They have been going anti-Obama. Every chance they’ve had they went anti-Obama.

CALLER: Exactly. They want fiscal responsibility, truth-telling leaders balancing the budget and that’s exactly the way Romney and Ryan are positioning themselves.

RUSH: I don’t think this is a desperation pick at all. I think this is a governance pick.

CALLER: Exactly.

RUSH: I think this is a pick that presumes they’re going to win.

CALLER: Uh-huh.

RUSH: I think this is a pick that makes it a serious campaign. I think it’s a pick that brings issues to the forefront, ideas to the forefront. I don’t think there’s anything desperate about this.

CALLER: Exactly. And I think it is a strength to Romney, because I think strong leaders pick strong people. I think it elevates Romney even more.

RUSH: I wouldn’t disagree with that. Romney, God bless the guy, is energized himself on these campaign appearances now. Romney is fired up. They’ve got standing room only crowd right now in Colorado to see Paul Ryan. This enthusiasm is great to see. You talk about the 2010 midterms, Wisconsin, I’ve had this — and I’ve had it for a while — this sense that our voters just can’t wait to get these chains off and get to the ballot box. They want November to be here tomorrow and the Democrat voters are not like that at all. Look at who Obama picked. Obama picked a buffoon.

This guy, folks, I think this Ryan pick has really rattled Bite Me. He’s out there in Virginia, (imitating Biden) “I think we can win North Carolina.” While he’s in Virginia he says that: “I think we can win North Carolina.” He doesn’t even know where he is. He insulted Ryan’s dad the other day. Ryan’s dad died when he was 15 and Biden said, (paraphrasing) “Congressman Ryan says he learned a lot from his dad. Well, let me tell you about my dad. You go to my dad and you start talking about values. My dad would go, ‘No, no. DonÂ’t tell me what you value. Show me your budget, and I will tell you what you value.'”

What the heck? It was very cold. Ryan’s dad died when he was 15. That comment about: My dad, he didn’t want you to talk about your values, he wanted to see your budget. What the hell is that? Household budget? Family budget? Federal budget? Joe, you guys don’t have a budget. I don’t know what he’s talking about. He’s a legitimate buffoon. And then earlier today, this is this morning in Danville, Virginia, the Institute for Advanced Learning and Research, a campaign event, and there are a lot of African Americans in this audience.

BIDEN: TheyÂ’ve said it. Every RepublicanÂ’s voted for it. Look at what they value and look at their budget and what theyÂ’re proposing. Romney wants to let the — he said in the first 100 days, heÂ’s going to let the big banks once again write their own rules, unchain Wall Street. (audience member boos) TheyÂ’re going to put yÂ’all back in chains.

RUSH: They’re going to put yÂ’all back in chains, he says to a predominantly black audience. They’re going to put yÂ’all back in chains. And, of course, the reaction, “Oh that’s just Joe. That’s just Joe.” He sees a guy in a wheelchair, “Stand up Chuck! Oh God bless you, what have I done. Everybody stand up for Chuck.” He’s a walking buffoon and Obama knows it. They all know it. But it’s getting to the point it’s too late to do anything about it. (interruption) Is Obama going to be in chains? That’s a good question. Good question. Is Ryan going to put chains back on Obama?

BREAK TRANSCRIPT

RUSH: Stephanie Cutter, deputy campaign manager to President Kardashian, said of course we have no problem with Biden’s comments about putting everybody back in chains. I mean, President Obama probably agrees with Vice President Biden. That’s what she said. I just read it. Stephanie Cutter believes that Obama agrees with Biden. It’s just a metaphor, but everybody knows that’s what the Republicans want to do is put the black people back in chains. This is just a metaphor. We totally stand by these comments. They’re just decent guys, Ryan and Romney, decent family men. They want to put people back in chains.

I’m sitting here, I just hate the fact this stuff gets rewarded. I just despise the fact that this stuff gets rewarded. And it does. It works. I don’t know what percentage. Thirty percent of the country stands up and applauds when Biden says this kind of stuff. Now, the Romney people said this is deplorable. This is the bottom of the barrel. This is the lowest of the low. And the Kardashian campaign said: No, President Kardashian totally agrees. We stand by the vice president fully. Anyway, Biden’s exploding. Something’s gotten under his skin. Biden is a walking gaffe machine. He’s out there letting fly. He’s in Virginia saying (imitating Biden) “We’re going to win. We’re going to keep North Carolina in our camp.” While he’s in Virginia.

Stephanie Cutter said: “If you want to talk about the use of words, then take a look at Mitt RomneyÂ’s stump speech where he basically calls the President un-American.” That’s their response to Biden saying that Ryan and the Republicans want to put black people back in chains. Stephanie Cutter was on with Andrea Mitchell, NBC News Washington: “We have no problem with those comments.”
