RUSH: Does the name Scott Walker mean anything to you? You know him well. Scott Walker is the Republican, conservative governor of the state of Wisconsin. <\/p>\n

He has survived numerous efforts by the left, by the Regime, and by union buddies to destroy him, to take him out of office, to recall him from office (twice) to ruin his reputation. He has survived it all, and he has survived it not afraid. <\/a> He has not been compromised in surviving this. He did not become one of them in order to survive. He remained who he was. He remained a conservative — fast, solid, and true — and triumphed over them. It turns out now…<\/p>\n

<\/p>\n

See, conservatism works every time it\u2019s tried, \u2019cause it turns out, folks, there is a $912 million budget surplus in the state of Wisconsin because of the reforms that Scott Walker implemented and stood by while every Democrat from Washington to Wisconsin tried to kick him out of office. He withstood the onslaught of the unions and he reformed the public schools and many of the public union payment plans, and this has resulted in a $912 million budget surplus — and you know what he\u2019s gonna do next? <\/p>\n

He is going to cut taxes $1 billion. <\/p>\n

Now, this is the other end of the Obama spectrum. <\/p>\n

This is courage, this is belief, this is triumphing over the odds. <\/p>\n

I mean, he could have survived by becoming one of them. He could have survived by saying things like, “We must stop the partisanship, and we must stop the partisan rancor, and we must learn to cooperate, and we must learn to be bipartisan, and we must learn to cross the aisle, and we must learn to get along with the opponents. We must learn that the people of America want us to work to together.”<\/p>\n

He could have done that, and he could have sent the left away, and he could have stayed in office but he would have become one of them. He didn\u2019t.<\/p>\n

BREAK TRANSCRIPT<\/p>\n

RUSH: Now, here\u2019s a Scott Walker sound bite. This is yesterday in Madison, his state of the state address, a portion of what he said…<\/p>\n

WALKER: The days of double-digit tax increases, billion-dollar budget deficits, and major job loss are gone. We have replaced them with massive tax cuts, growing budget surpluses, and significant job growth. Tonight, we have really great news about the economy and our fiscal situation. The state will have $911 million more than previously projected. These new revenues are not a one-time windfall or budget gimmick but come from a strong economic recovery where more people are working, more employees are hiring, and personal income is going up.<\/p>\n

RUSH: And then he goes on and say, “What do you do with a surplus? You give it back to the people who earned it. It\u2019s your money,” and he\u2019s going to have a $1 billion tax cut. Scott Walker has shown that you don\u2019t have to be afraid of these people. You don\u2019t have to start talking like them. You don\u2019t have to start going after their voters to survive — in Wisconsin! This is not some red state that Scott Walker\u2019s triumphing in. This is Wisconsin. It\u2019s a blue state. Conservatism works every time it\u2019s tried.<\/p>\n

BREAK TRANSCRIPT<\/p>\n

RUSH: I want you to hear the second Scott Walker sound bite. He\u2019s just told the people of his state in the state of the state address, that they have a $911 million surplus. And he explained how they did it. It was genuine economic recovery. It wasn\u2019t a one-time windfall. It wasn\u2019t a budget gimmick. It wasn\u2019t something that was one year only. It was something that has resulted from the implementation of Scott Walker economic policy. <\/p>\n

He\u2019s got more people working. That means there are more taxpayers. That means there\u2019s more money coming into the state of Wisconsin. And as a result, he can cut people\u2019s taxes. Now, the left would see a surplus and they would have already spent the money. They would have already allocated it to some union or group of unions or expansion of some existing welfare program or whatever to buy more votes. Scott Walker is gonna give the money back, and here\u2019s how he said it.<\/p>\n

WALKER: What do you do with a surplus? You give it back to the people who earned it. It\u2019s your money. (cheers and applause) I propose that we deposit a portion of these new revenues into the state\u2019s rainy day fund and use the remainder to provide much needed tax relief to you, the hardworking taxpayers of Wisconsin. (applause) Tonight I will propose a blueprint for prosperity, which will continue to improve our economy while preserving our strong fiscal standing.<\/p>\n

<\/a>RUSH: I think the primary tax cuts will be income and property tax cuts. Those are the two primary areas. Now, this is noteworthy, folks. We sit here and we talk about conservatism all the time. We sit here and espouse it philosophically. We do it from the outside looking in, and we do it sometimes from a standpoint of complaining about things that are being done a certain way, that, if we had power we\u2019d do them a different way. And we speak theoretically to people. We say, “Look, if we did it our way, here\u2019s what would happen.”<\/p>\n

Well, here it is. We\u2019re not dealing in theory now. We\u2019re dealing in reality. And it works. It is working famously. It\u2019s working just like it did in the 1980s. And despite all of the fearmongering and all of the lies that have come from Democrats around this country about Scott Walker, and despite all the lies about his policies, he withstood this onslaught that was at least two different attempts to get him out of office. They did everything to ruin this man\u2019s reputation. They tried to destroy his political life, and he fought them. <\/p>\n

He had a lot of help. He had a lot of people rally to him. And they did it trusting that he would stay who he was; that he would not get frightened; that he wouldn\u2019t compromise, and he wouldn\u2019t start sounding, frankly, like an establishment Republican. I think it\u2019s also important to point out that Scott Walker is very closely attached to the Heritage Foundation. And that\u2019s important because they are genuine conservatives, and they provide strong backup, moral support, and policy advice as well. <\/p>\n

I\u2019m telling you, it\u2019s a great little microcosm of what can happen to the country and in state after state after state if it\u2019s just tried. And, frankly, this is why so many of us are frustrated at the establishment of the Republican Party. Why not do this? What harm has come to the Republicans in Wisconsin? What harm has come to Scott Walker? He didn\u2019t have to become a Democrat. He didn\u2019t have to start talking about amnesty. He didn\u2019t have to start pursuing Hispanics or any of the things that the establishment Republicans say they have to do in order to win. <\/p>\n

He just remained true to his own ideology. He remained true to his beliefs and his desires, remained dedicated, implemented the stuff after promising people this is who he was and after promising people this was what he was gonna do, he\u2019s done it, and it\u2019s working. So we\u2019re not dealing with theory anymore. And it happened in a blue state, a blue state capital, by the way. There are blue states and there are blue states. This is a huge blue state. It is rife with union control, rife with rabid, radical leftists, extremists all over that state who tried to destroy this guy. <\/p>\n

And not only did he keep his job, not only did he beat them back, he succeeded in implementing exactly what he promised he was going to do. And here\u2019s a $1 billion tax cut. He\u2019s got not a gimmick, but he\u2019s got economic policy generating this surplus. And he\u2019s got more people working; that creates more taxpayers; that creates more revenue flowing to Wisconsin, and even at that he\u2019s able to cut taxes, because there are more people working and because as more people are working and paying taxes, you need to decrease the amount each person pays. It\u2019s just simple mathematics, and it works every time it\u2019s tried. <\/p>\n

So kudos from us here at the EIB to Governor Walker, \u2019cause this hasn\u2019t been easy. It hasn\u2019t been easy for him and it hasn\u2019t been easy for his supporters. He\u2019s been going up against a Democrat machine led by no less than President Obama and all these other personages. So we\u2019re no longer in the realm of theory. Once again it has been demonstrated to people. And I think it\u2019s great. I think he deserves his kudos and all the respect in the world and guts for hanging in. <\/p>\n

It would have been so much easier to do something else. It would have been so much easier to compromise, so much easier to just let the Democrats have the state. Hell, they\u2019ve had it forever anyway. It isn\u2019t worth any of this. He could have said that, but he didn\u2019t. <\/p>\n

I should point out that these policies that he\u2019s implemented are not the policies that you\u2019ll hear espoused by, say, Governor Christie or Governor Romney or any of the establishment Republicans. This is conservatism here. It is on parade and it\u2019s now front and center for everyone to see. No gimmicks, no accounting tricks, no one-time finagling of the data in order to create the surplus.
