RUSH: When I announced the Limbaugh Theorem<\/a>, that was February 13th. Folks, I could make the case — and if there is anybody who would make the case, it would be me — I could make the case that my announcement of the Limbaugh Theorem, how it is that Obama is never governing, never seen as governing, constantly campaigning, always opposing everything that\u2019s going wrong, always trying to fix it, when in fact he\u2019s the architect, how people say they hate the direction the country\u2019s going and they don\u2019t like Obama\u2019s agenda, but they approve of the job he\u2019s doing. How could that happen? <\/p>\n

It was I, El Rushbo, who finally had a light go off in my head and understood it. People don\u2019t associate his agenda with what\u2019s happening in the country, because he is not seen as anything but the Celebrity of the United States. Yeah, he\u2019s the president, but he\u2019s seen as fighting all these evil things that have happened before he got there, deeply embedded and he\u2019s working really hard. He promised he wouldn\u2019t raise the deficit, and he didn\u2019t. It\u2019s the Republicans that have been doing it. This is the way people have been looking at it. I can trace Obama\u2019s approval numbers beginning to fall to February 13th with the announcement of the Limbaugh Theorem and then everybody in the media started picking up on the perpetual campaign. I mean, that\u2019s the primary ingredient of the Limbaugh Theorem. The perpetual Obama campaign. <\/p>\n

Now they\u2019re asking about Organizing for Action, which is simply a rename of his campaign website, Organize for America. They\u2019re still raising money for it. So I could make the case that it was the bold announcement of the Limbaugh Theorem, the constant campaign, everybody picked up, that began the slide in Obama\u2019s approval numbers. However, as is always the case, it wasn\u2019t just one person, it wasn\u2019t just me. There were many others that got in gear. <\/p>\n

Back on March the 5th, eight days ago, House Appropriations Committee subcommittee hearing, Centers for Disease Control director Thomas Frieden testified about the impact sequester cuts will have on health care. Now, this is fascinating. The Republican questioning him is Andy Harris, who is a Republican from Baltimore. Andy Harris, a doctor, a Republican, questioning the guy heading up the CDC. The White House put out a completely fraudulent number about vaccinations and diseases and kids that wouldn\u2019t be treated if the sequester happened. And this Republican called him on it. Here\u2019s how it went.<\/p>\n

HARRIS: I\u00c2\u2019m going to read their quote about vaccines for children. It says, in Maryland, about 2,050 fewer children will receive vaccines due to reduced funding for vaccinations of about $140,000. Did the CDC assist the White House in preparing that estimate?<\/p>\n

FRIEDEN: I would have to get back to you on that.<\/p>\n

HARRIS: You as the director don\u00c2\u2019t know if you assisted the White House in preparing an estimate that was distributed to every member of Congress? <\/p>\n

RUSH: (imitating Frieden) “I don\u2019t know, I have to get back to you. I don\u2019t know, the White House, I don\u2019t know, I don\u2019t know.” But the White House said that 2,050 fewer children would receive vaccines due to reduced funding in the sequester. So then Andy Harris said, “Let\u00c2\u2019s forget the number. Let\u00c2\u2019s forget the idea of how vaccines for children are going to be affected by the sequester. Is this the vaccine for children program? Which program is it? Is it 317? What did the president\u00c2\u2019s budget do to 317, the president\u00c2\u2019s prospective budget for 2013?”<\/p>\n

FRIEDEN: The precise numbers I would have to get back to you.<\/p>\n

HARRIS: Does $58 million cut sound familiar?<\/p>\n

FRIEDEN: Yes.<\/p>\n

HARRIS: And what was the sequester cut?<\/p>\n

FRIEDEN: Again, the precise numbers…<\/p>\n

HARRIS: Does $30 million sound familiar?<\/p>\n

FRIEDEN: I would…<\/p>\n

HARRIS: You think that\u00c2\u2019s around ballpark, isn\u00c2\u2019t it? So actually, the president cut the program twice as much in his budget. Can I assume that the president\u00c2\u2019s proposed cut would have reduced funding to 4,100 children in Maryland?<\/p>\n
