You\u2019ve gotta see it. Oh, my God, it\u2019s the best. It\u2019s the greatest ever. And it\u2019s about time.&#8221;<\/p>\n<p>I said, &#8220;What\u2019s this?&#8221; So I read what this is about, and apparently Senator Orrin Hatch let Senator what\u2019s-his-name, Sherrod Brown of Ohio have it for demagoguing tax cuts. I haven\u2019t heard it. I\u2019ve only read it, and I\u2019ve had people say, &#8220;I\u2019m sure it will be in your sound bite roster, and, if it isn\u2019t, you\u2019ve got to make sure it\u2019s there. It\u2019s just so long overdue.&#8221;<\/p>\n<p><img loading=\"lazy\" class=\"aligncenter size-full wp-image-255198\" src=\"https:\/\/www.rushlimbaugh.com\/wp-content\/uploads\/2017\/11\/650-111717-Hatch.jpg\" alt=\"\" width=\"650\" height=\"312\" srcset=\"https:\/\/www.rushlimbaugh.com\/wp-content\/uploads\/2017\/11\/650-111717-Hatch.jpg 650w, https:\/\/www.rushlimbaugh.com\/wp-content\/uploads\/2017\/11\/650-111717-Hatch-300x144.jpg 300w\" sizes=\"(max-width: 650px) 100vw, 650px\" \/>So my expectations have been raised pretty high. I\u2019m expecting to hear something that I haven\u2019t heard in a long time. I\u2019m expecting my reaction to say, &#8220;Way to go, Orrin, all right.&#8221; So let\u2019s listen and see if that\u2019s what &#8212; have you seen this, Mr. Snerdley? All right. Here\u2019s the setup. It was yesterday on Capitol Hill. Senate Finance Committee debating the Senate tax reform bill. And it begins with Ohio Senator Sherrod Brown.<\/p>\n<p>BROWN: I just think it would be nice, just tonight, before we go home, to just acknowledge, &#8220;Well, this tax cut really is not for the middle class. It\u2019s for the rich.&#8221; And that whole thing about higher wages, well, it\u2019s a good selling point. But we know companies don\u2019t just give away higher wages. They just don\u2019t give away higher wages just \u2019cause they have more money. Corporations are sitting on a lot of money now. They\u2019re sitting on a lot of profits now. I don\u2019t see wages going up. So just spare us the bank shots.<\/p>\n<p>RUSH: All right. So we have the typical cliched Democrat criticism that any tax cut is a sop to the rich and that corporations don\u2019t give away profits and they\u2019re sitting out there and they\u2019re sitting on all kinds of money and they\u2019re not giving the money away and they\u2019re not paying people, so this is just a tax cut for the rich. Here, now, Senator Orrin Hatch reacting to Senator Brown.<\/p>\n<p>HATCH: I\u2019ve been here working my whole stinking career for people who don\u2019t have a chance. And I really resent anybody saying that I\u2019m just doing this for the rich. Give me a break. I think you guys overplay that all the time, and it gets old. And, frankly, you ought to quit it.<\/p>\n<p>BROWN: Mr. Chair, the public&#8230;<\/p>\n<p>HATCH: (crosstalk) I\u2019m not through. I get kind of sick and tired of it. True, it\u2019s a nice political play.<\/p>\n<p>BROWN: Well, Mr. Chairman&#8230;<\/p>\n<p>HATCH: But it\u2019s not true.<\/p>\n<p>RUSH: Well, I have to say it is unusual. I do have to agree that this is unusual for elected Republicans to be reacting to Democrat lies and demagoguery in this way. Sherrod Brown, Sherrod Brown, however he pronounces it. Is it Sherrod or Sherrod? Does anybody know? Does anybody care? All right. Okay, so Sherrod, Sherrod Brown then retorted.<\/p>\n<p>BROWN: With all due respect, I get sick and tired of the richest&#8230;<\/p>\n<p>GRASSLEY: Regular order, Mr. Chairman.<\/p>\n<p>BROWN: &#8230;getting richer and&#8230;<\/p>\n<p>GRASSLEY: Regular order.<\/p>\n<p>HATCH: Listen I\u2019ve honored you by allowing to you start off here and what you said was not right. That\u2019s all I\u2019m saying. I come from the lower middle class originally. We didn\u2019t have anything. So don\u2019t spew that stuff on me. I get a little tired of that crap. And let me just say something. If we worked together we could pull this country out of every mess it\u2019s in, but I\u2019m telling you, this bull crap that you guys throw out here really gets old after a while.<\/p>\n<p><iframe loading=\"lazy\" src=\"https:\/\/www.youtube.com\/embed\/Kzsc_1mUUAg\" width=\"560\" height=\"315\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<p>RUSH: I have to applaud it. I have to applaud it. Bull crap, this stuff you guys been throughout out, absolutely right. And we don\u2019t hear elected Republicans reacting this way to elected Democrats who lie and demagogue. Every time a tax cut bill comes along they lie about it and demagogue it. So kudos to Senator Hatch for actually deciding not just to sit there listen and chalk it up, &#8220;Well, that\u2019s just the Democrats being Democrats.&#8221;<\/p>\n<p>I saw this right before the program started, too, and sadly I don\u2019t remember who &#8212; I think it was Steve Mnuchin, actually, who was &#8212; what is he, Treasury secretary, Mnuchin and the Trump administration talking about his tax cut bill and he\u2019s talking to some media person and he\u2019s explaining &#8212; we may even have the sound bite of this &#8212; yeah, here it is. Grab 16 and 17.<\/p>\n<p>This just ticks me off too. This is the same stuff. And this is a Trump administration official articulating this, and it needs to be shut down. Steve Mnuchin is on Fox this morning with Bill Hemmer and they\u2019re talking about tax reform and Hemmer says, &#8220;You will admit now for the sake of this discussion that some Americans will be paying more in taxes, right? You have to admit that.&#8221;<\/p>\n<p>MNUCHIN: There will be people who make more than a million dollars in high-tax states that will be paying more. And as the president has said, this is not a tax plan to cut taxes for rich people. This is a tax plan to make businesses competitive and give middle income taxpayers &#8212;<\/p>\n<p>HEMMER: When I hear that M-word I think it\u2019s code, you know, and I\u2019m used to hearing it from the left for many years. I think you are as well. I think you would admit that. But this is a Republican majority in the House and in the Senate and in the White House. And you\u2019re admitting that for some Americans, they will pay more in taxes. Is this what the American people have waited a generation for?<\/p>\n<p>RUSH: Plaudits to Bill Hemmer. When is it that the Republicans happily describe raising taxes for people? Now, look, I know this is Trump\u2019s deal. But they\u2019re falling back on this too easily. Paul Ryan\u2019s falling, every time I\u2019ve talked to him about it, about the rate, 39.6 not being cut, &#8220;Well, well, you gotta take it up with the president. He\u2019s insisting on this. He doesn\u2019t think guys like him deserve a tax cut.&#8221; So here comes Mnuchin saying the same thing. &#8220;Yeah, people who make a million, we\u2019re gonna raise their rate.&#8221;<\/p>\n<p>Republicans don\u2019t make a big deal out of raising people\u2019s taxes, but these guys aren\u2019t Republicans in this sense; they\u2019re populists. And they\u2019re simply saying what they think a majority of you want to hear. Trump believes that most of his voters want the rich to have more pain. Or put another way, Trump believes that most of you, his voters, do not want the rich to get any tax relief, while everybody else does. And that\u2019s so far away from the Republican signature belief on taxes, this soak-the-rich business.<\/p>\n<p>Why do we have to join that fray when the Democrats live and breathe to do it? Besides which, those are the people already paying the vast majority of all taxes anyway, and you don\u2019t have to get to a million dollars to include most people. Are you ready for this? The top 10% is paying 95% of all taxes now, and yet we still have to listen to this garbage, first from Sherrod Brown about the rich are getting a break and then the Trump regime comes along, &#8220;No, they\u2019re not getting a break, we\u2019re soaking \u2019em.&#8221;<\/p>\n<p>And then we have to listen to the old saw, &#8220;Well, we gotta raise taxes on the rich because we have to pay for it.&#8221; No we don\u2019t have to pay. Why can\u2019t Washington get a little smaller just once, just a couple hundred billion dollars, why can\u2019t Washington ever shrink? So after Hemmer said, &#8220;You\u2019re admitting that some Americans are gonna pay more in taxes, is this what the American people have waited a generation for?&#8221; Here\u2019s Mnuchin.<\/p>\n<p><iframe loading=\"lazy\" title=\"MRC TV video player\" src=\"https:\/\/www.mrctv.org\/embed\/524882\" width=\"640\" height=\"360\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<p>MNUCHIN: Just to be clear, what we\u2019re doing is getting rid of the state and local tax deduction, which is a loophole for high-tax states. That\u2019s the reason why New York, California, and others have taxes as high as they are because the federal government is subsidizing those taxes. And for most Americans, the vast number of Americans that don\u2019t have high-tax states, it\u2019s not fair that they\u2019re subsidizing a few states. So, again, the people\u2019s taxes who are gonna go up are the rich people in high-tax states.<\/p>\n<p>RUSH: Yeah. Okay. And I understand that he\u2019s talking about the end of deductibility for state and local taxes and so forth. But see, that\u2019s not all that\u2019s happening here. In addition to that happening, after you reach a certain income threshold, you\u2019re not getting a rate cut. There are two different tax increases happening here while everybody else is getting a tax cut.<\/p>\n<p>Now, I\u2019m fine with eliminating the state and local taxes deduction. You know, that\u2019s fine. That works out for me. I\u2019ll talking about philosophically, I understand it works out for me, but this business that we have to pay for this somehow, I can\u2019t tell you how that grates on me. What do you mean we have to pay for it? It\u2019s like said the other day, if you have a tax cut, let\u2019s say Washington starts out with $3 trillion to work with, that\u2019s what they collect every year, just making up a number. It\u2019s fairly close, three trillion.<\/p>\n<p>And then come along and they tout a major, major tax cut. And the tax cut means that you are gonna keep more in your pocket, you\u2019re gonna pay less. So Washington\u2019s gonna have less than three trillion. No, they\u2019re not. Washington\u2019s not. They\u2019re gonna find a way to make up the difference. So if after all of this is over they still have three trillion then what the hell tax cut has there been? Part and parcel of a tax cut is the shrinking of government.<\/p>\n<p>In this case it is a zero-sum game, but not totally because Washington will end up with more revenue if the rate reduction on everybody is implemented, which causes economic growth, which then causes more taxpayers to be hired, more jobs be created, and they create more revenue in Washington. It\u2019s how it works and it does work.<\/p>\n<p><img loading=\"lazy\" class=\"aligncenter size-full wp-image-252363\" src=\"https:\/\/www.rushlimbaugh.com\/wp-content\/uploads\/2017\/10\/FB-091317-Stop-The-Tape-2.jpg\" alt=\"\" width=\"600\" height=\"315\" srcset=\"https:\/\/www.rushlimbaugh.com\/wp-content\/uploads\/2017\/10\/FB-091317-Stop-The-Tape-2.jpg 600w, https:\/\/www.rushlimbaugh.com\/wp-content\/uploads\/2017\/10\/FB-091317-Stop-The-Tape-2-300x158.jpg 300w\" sizes=\"(max-width: 600px) 100vw, 600px\" \/>Here, grab sound bite number 15, Larry Summers. This is the guy that used to run Harvard. He got thrown out of there for saying the reason there aren\u2019t that many women professors in math is that they just don\u2019t get it. Remember that? He was the president at Harvard. He\u2019s been in the economic adviser council for Bill Clinton back in the Clinton sexual harassment days. Oh, and there\u2019s more on that today and of course more on the Franken stuff, but I need to get this and one other thing off my chest before we get into that. Here\u2019s Larry Summers. This is on CNN today with Jamie Gangel. She said, &#8220;What do you think about Senate Republicans trying to repeal the Obamacare mandate?&#8221;<\/p>\n<p>SUMMERS: Jamie, this is madness. It is madness to spend $300 billion taking health insurance away from more than 10 million Americans in order to finance tax cuts for the top 1% of Americans.<\/p>\n<p>RUSH: Stop the tape. Mr. Summers, you don\u2019t know math yourself. You had no business being the president of Harvard. There is no tax cut for the top 1%. That\u2019s the point. They are not whatever you said here, taking health insurance away from more than 10 million Americans to finance tax cuts for the top 1%. There aren\u2019t any. There are not any tax cuts for the top 1%. Maybe a portion of the top 1%, but it\u2019s gonna be minuscule if it exists. There is no rate reduction for them.<\/p>\n<p>Dr. Summers, the subsidies to the insurance companies were illegal, they were unconstitutional. The Obamacare mandate, ditto. Not gonna fix any of this. But you note the language here (imitating Summers), &#8220;Why, we can\u2019t do this. How are we gonna pay for this? You can\u2019t help eliminate health insurance for needy Americans to pay for a tax cut &#8211;&#8221; None of that happening. Not a single shred of that is happening. Well, this is how it all gets demagogued so it\u2019s a good thing that Orrin Hatch called Sherrod Brown out on it.<\/p>\n<p>BREAK TRANSCRIPT<\/p>\n<p>RUSH: All right. We opened the program talking about taxes, and we have some people that called in because of that, and we\u2019re gonna start here with John in Covington, Georgia. Welcome, sir. Weigh in. How are you?<\/p>\n<p>CALLER: Well, your comment about since the highest bracket, 39.6 and that hasn\u2019t changed, what you\u2019re forgetting is that we don\u2019t have a flat tax system. We have a progressive tax system. And so whether I make a million or a hundred thousand a year, for the first $12,000 I pay zero. For the next up to 45 in this proposal, I pay 12, and so on. The first rate on the first dollars is 12%.<\/p>\n<p>CALLER: Right.<\/p>\n<p>RUSH: In this tax bill, there is a bubble rate of 46% for people that earn a million dollars or more to make up for the fact that they only pay 12% on the first dollars. So between a million and $1,200,000, the 200,000 is taxed at 46% in order to make up for the fact that they benefited from that low opening tax rate on their first dollars. You didn\u2019t know that, did you?<\/p>\n<p>CALLER: No, I did not. So you\u2019re saying that the million or more, their resultant will still be 39.6?<\/p>\n<p>RUSH: That\u2019s essentially what they are effecting, yes. Your scenario is right. You make a million dollars, okay, but not all of it\u2019s taxed at 39.6. The first I think &#8212; pick a number. The first $40,000 is taxed at 12%.<\/p>\n<p>CALLER: Right.<\/p>\n<p>RUSH: Well, because of that, they\u2019re not gonna let you get away with that rate on the first $40,000, so after you earn more than a million, they\u2019re gonna tax you at a rate of 46% until they have recouped what you paid or got away with not paying at the low rate on the first dollars you. What it works out to is that people who earn over a million dollars will take a rate of 46% on the first $200,000 over one million that they earn.<\/p>\n<p>CALLER: Wow. It\u2019s a good thing I don\u2019t make a million dollars.<\/p>\n<p>RUSH: (laughing) But see, on balance, you\u2019re right. Because it\u2019s progressive, everybody gets a rate cut because the rates are being cut and everybody pays the rates as they earn money. But not the people that earn a million or more. They\u2019re not gonna get away with that. They are gonna face a rate of 46% on the 200 grand they make beyond \u2019cause they\u2019ve gotta recoup that money. I want you to hang on for a second, if you can, through the break, John. Do not go away. One more thing.<\/p>\n<p>BREAK TRANSCRIPT<\/p>\n<p>RUSH: And we\u2019re back here with John in Covington, Georgia. John, just a couple things.<\/p>\n<p>CALLER: Yes.<\/p>\n<p>RUSH: I had to run through that pretty fast and I wanted to make sure that you\u2019re not confused. So without having the constraints of time hustling me, here\u2019s the way this works out. You\u2019re exactly right; there are brackets, there are four brackets. And as you earn money, you increase brackets. Theoretically, a person making a million a year will pay 12% on the first $40,000, and then whatever it gets up to, to 39.6 on the marginal dollars.<\/p>\n<p>CALLER: Right.<\/p>\n<p>RUSH: Because the tax writers think it\u2019s unfair that a millionaire should only pay 12% on anything he or she earns, to recoup that &#8212; and it\u2019s a ballpark number, but it\u2019s been calculated that it\u2019s essentially a 46% tax rate on the first $200,000 earned after a million. So if you earn over a million, if you earn 1.5 million, for example, the $200,000 past one million is taxed at 46% to make up for the fact that you paid a very low rate on the first dollars you earned.<\/p>\n<p>CALLER: Right.<\/p>\n<p><img loading=\"lazy\" class=\"aligncenter size-full wp-image-252519\" src=\"https:\/\/www.rushlimbaugh.com\/wp-content\/uploads\/2017\/10\/FBFB-102717-Income-Taxes.jpg\" alt=\"\" width=\"600\" height=\"315\" srcset=\"https:\/\/www.rushlimbaugh.com\/wp-content\/uploads\/2017\/10\/FBFB-102717-Income-Taxes.jpg 600w, https:\/\/www.rushlimbaugh.com\/wp-content\/uploads\/2017\/10\/FBFB-102717-Income-Taxes-300x158.jpg 300w\" sizes=\"(max-width: 600px) 100vw, 600px\" \/>RUSH: So it eliminates the progressivity, and it does signal that they are totally targeting &#8212; they\u2019re making sure that the, quote, unquote, rich are not getting any kind of a break whatsoever.<\/p>\n<p>CALLER: Well, the rich are evil. That\u2019s why. So&#8230; it\u2019s ridiculous.<\/p>\n<p>RUSH: Rich are evil and they\u2019re not paying their fair share.
