RUSH: You know, folks, I hate to keep harping on this, but 40 years ago Richard Nixon was hounded out of office supposedly for his illegal actions. And I’m telling you that whatever Nixon did pales in comparison to just this move today: Obama declaring amnesty for 800,000 illegals based on their “youth” status. With just the stroke of his pen. It’s not constitutional. I want to go back and grab this sound bite. It is number eight. I played this earlier, and I want to play this again. This is September 28th, 2011. And Obama’s in the White House, and they have an open-questions roundtable.

He’s responding to questions from readers of Yahoo, MSN Latino, AOL Latino/Huffing and Puffington Post, Latino Voices. And during the roundtable somebody from the Huffing and Puffington Post said, “On the DREAM Act this is a statement from New York City: ‘Mr. President, I am an undocumented law graduate from New York City. IÂ’m just writing to say that your message that you do not have a ‘dance partner’ is not a message of hope. A real dancer goes out on the dance floor and picks out his or her dance partner. You’re just waiting. You have the facts, numbers, dollars and votes on the side of granting administrative relief for DREAMers. We are doing our part. It is time to do yours, Mr. President.'”

Where are you?

OBAMA SEPTEMBER 2011: This notion I can somehow just change the laws unilaterally is just not true. We — we are doing everything we can administratively, but fact of the matter is there are laws on the books that I have to enforce. And I think there’s been, uhhh, ehhh, great disservice done to the cause of getting the DREAM Act passed and getting comprehensive immigration passed by perpetrating the notion that somehow, by myself, I can go and do these things. It’s just not true.

RUSH: So he wouldn’t do it back in September 2011. But now, in an election year, “To hell with the Constitution. I can do it on my own. Look, Ma, I can do this myself! I really can! I can go out and do these things. I just did it.” I remember hearing Watergate spelled the end of the imperial presidency. “That’s what Watergate did. No more of these presidents thinking they’re bigger than the Constitution, bigger than the law!” Well, what’s more imperial than President Kardashian declaring an untold number of illegals legal with a stroke of a pen?

And by the way, don’t for a minute believe this 800,000 number. And don’t let them con you into believing this is only for kids. That’s what they’re trying to sell. It’s for the young children of illegals who have come here. This is gonna apply to everybody 30 years of age and under who can claim to have been in the country for more than 15 years. Not prove, but claim. That number of 800,000 is probably off by a huge factor. So by virtue of Obama’s own words here, there are laws on the books he has to enforce that he’s not gonna enforce.

He just said, “I’m not gonna enforce that law,” which is basically what he’s doing here. He’s not gonna enforce another law. Meanwhile, he’s suing sates like Arizona for actually enforcing federal law.

BREAK TRANSCRIPT

RUSH: Folks, haven’t we been hearing over the last, I guess it would be nine months to a year, that illegal immigrants are leaving America because of the economics here — that because of the improving economy in Mexico, illegal immigration is down? We’ve been hearing this, right? Yes, we have. We have been hearing that illegal immigration is down, that people here are leaving because wages in certain parts Mexico are better than they are in the Obama regime and the Obama economy. That might also explain this.

You see, the Democrats… Let me go back and revisit this. Democrats need a permanent underclass. They must have it. They need a permanent underclass to keep the social safety net alive and kicking. They always need very poor people — people uneducated, in desperate need. And the Hispanic illegal aliens were the new lower level that they needed, this permanent underclass. They needed it because, prior to their impact on the economy, there was upward mobility and number of other things. So when the illegals stopped coming in, I think the actual fact is that it was a wash.

I think I read where, within a recent reporting period, a million and a half illegals arrived but a million and a half or thereabouts left. So it was a wash. And so what was happening is the Democrats’ permanent underclass was not being added to. And future potential Democrat voters who make up the permanent underclass were not showing up. They’re aborting the future permanent underclass. Most abortions are Democrats. They are aborting themselves out of existence. So that has to be replaced.

So, I think part of doing this is obviously it’s an election year, and obviously it’s to shore up the Hispanic vote which is lagging. But it’s also about the numbers. It’s also that this is gonna make it more (what’s the word?) seductive to stay rather than to head home. If you know that nobody’s gonna be looking to hunt you down to deport you, you will be less inclined to be worried about that aspect. I think it’s all a sign that the Democrats are in trouble.

And I know people look at this as, “Oh, no, Rush. We’re in trouble! Oh, they’re just adding to the illegal voter rolls. Oh, Rush, we’re in trouble. Oh, my God, we can’t stop this. He’s violating the law.” Do you remember what happened the last time this government tried amnesty? Do you recall? I would argue that that may have been the spark that gave birth to the Tea Party. And then when Obama comes along and the debt starts up, that was the second spark. But I’ll never forget. It was the summer of 2008. It was ’08. It might have been ’07. Whatever. It was when the Republicans in Congress… I think it was ’08.

Republicans in Congress finally took issue with George W. Bush. They finally abandoned Bush. And remember everybody in this country was e-mailing and phoning Washington and going bananas over it. Because illegal immigration was up, and it was amnesty, and McCain and all these sponsors were trying to pass it. Kennedy was for it. And you shut it down. You kept that from becoming law. And that hasn’t changed. Obama just lit another fire here today with this. He doesn’t know it. I really don’t think he does. And if he does, it doesn’t matter. He did it anyway.
